Where can I find the U.S. safety standard for strollers and carriages?

Federal law requires that strollers and carriages comply with the carriage and stroller standard and with additional requirements, including those of the Consumer Product Safety Improvement Act of 2008 (CPSIA).

A Children’s Product Certificate (CPC) is required to show that the stroller or carriage has successfully tested for compliance at a CPSC-accepted, third party laboratory. These requirements are discussed below and in greater detail at www.cpsc.gov/BusinessEducation.

The carriage and stroller standard is published in the Code of Federal Regulations at 16 CFR Part 1227. The standard incorporates by reference ASTM F833-21. ASTM F833-21, the Standard Consumer Safety Performance Specification for Strollers and Carriages, contains the specific requirements and descriptions of the tests and can be purchased from ASTM International.
